About Roy
Roy D. Kirvan, Ph.D.
I retired in September 2013 after serving nearly 31 years as a civilian and uniformed (Navy Reserve) intelligence officer in the U.S. Intelligence Community (IC). I joined the IC in 1983 immediately after completing my Ph.D. Between 2014 and 2017 I was a part-time Instructor in Intelligence Studies at the American Military University.
I spent my civilian and military intelligence careers with the Office of the Director of National Intelligence, Office of Naval Intelligence, National Intelligence Council, Chief of Naval Operations, Commander in Chief U.S. Naval Forces-Europe, and Defense Intelligence Agency. In virtually all of these positions I was responsible for providing national and operational intelligence to the President and his Cabinet, Congress, the IC, the Joint Chiefs of Staff, the Office of the Secretary of Defense, and other senior military and civilian leaders. At other times in my career I engaged in highly sensitive strategic influence operations against state and non-state actors, and participated in several of our Nation’s wars in intelligence support capacities.
Given my recognized aptitude for intelligence analysis and writing, I was called upon to lead production, often as principal author, of hundreds of classified intelligence products and special projects. I authored and presented hundreds of briefings to audiences large and small, including the Joint Chiefs of Staff in the Pentagon (regular "Tank" briefer), the White House National Security Staff, the IC’s National Intelligence Council, and U.S. and foreign military organizations.
During my IC career I received some 30 civilian awards and medals. I am especially proud of the Director of Military Intelligence Award--Certificate of Distinction I earned for producing and editing a ground-breaking, four-volume, 2,000-page study in 1995. This award was the civilian equivalent of “no less than required for award of the [uniformed military] Legion of Merit”—a very high honor indeed. I was also honored to receive the National Intelligence Superior Service Medal, which James Clapper, then-Director of National Intelligence, presented to me in 2013. This is one of the highest medals a civilian can receive in the IC for non-combat achievements.
For nearly 14 years I was an intelligence officer in the U.S. Navy Reserve. This duty included tours with a fleet ocean surveillance command, an aviation reconnaissance squadron, two human intelligence (HUMINT) collection commands, and as the reserve Assistant Naval Attaché to the United Kingdom. I received numerous individual and unit commendations, including the Joint Service Commendation Medal and Navy Achievement Medal.
I earned my A.B. (Phi Beta Kappa), A.M., and Ph.D. in German literature (intellectual history/philosophy concentration) from Rutgers University in New Brunswick, New Jersey, and also did graduate work in literature and philosophy at the University of Pennsylvania in Philadelphia, Pennsylvania, and the Georg-August Universität in Göttingen, Germany.

I understand and appreciate the role of memorization and repetition in learning a foreign language or in perfecting one's native language. In addition, however, I use the interactive Socratic Method as a productive means of encouraging students to take intellectual risks, learn to think critically, and apply what they have learned in the classroom to real-world situations.
